Who is potentially liable for a boating accident?

Negligent or reckless behavior by passengers can sometimes contribute to accidents. Their actions may be considered when determining liability. Similarly, government entities responsible for waterway safety can be held liable if their negligence or inadequate actions played a role in the accident.
